A local literacy plan (LLP) sets the vision for an organization’s literacy program and serves as a roadmap to achieve the implementation of the plan and its performance goals. A comprehensive plan for an organization should be informed by a comprehensive literacy self-assessment and be aligned with DC’s Statewide Comprehensive Literacy Plan.
