Licensing of Child Development Facilities Proposed Regulations

On May 17, 2024, the Office of the State Superintendent of Education (OSSE) published a Notice of Proposed Rulemaking (NPRM) for the Licensing of Child Development Facilities in the District of Columbia Register, which proposes revisions to the current licensing regulations (5A DCMR Chapter 1). The proposed changes to the licensing regulations update the operating standards for child development facilities to reflect recent research and best practices in child development and child care regulations; reduce burdens on child care program operators while maintaining strong health and safety standards to protect children in care; incorporate lessons learned from the coronavirus (COVID-19) pandemic; and bring licensing regulations into alignment with changes to federal and local laws.

All persons desiring to comment on the subject matter of this proposed rulemaking should file comments in writing no later than 60 days after the date of publication of this notice in the District of Columbia Register via email addressed to [email protected]; or by mail or hand delivery to OSSE, Attn: Sara Mead, 1050 First St. NE, Sixth Floor, Washington, DC 20002.
