About the Action Plan Process
Each year, all public and public charter schools within the District of Columbia are required to complete and submit a Healthy Schools Act School Health Profile (SHP). Schools out of compliance with the health education, physical education, and/or physical activity requirements set forth in the Healthy Schools Act of 2010 (HSA) and Healthy Schools Amendment Act of 2018 (HSAA) must complete and submit an action plan to the Office of the State Superintendent of Education (OSSE) (D.C. Official Code § 38–824.02). The purpose of the action plan is to identify the steps the school will implement to increase the minutes of instruction the following school year.
To review the data your school reported, visit the School Health Profile webpage, select DCPS or Charter, navigate to your school, and review the relevant data as follows:
- For health education, navigate to Section 3, question 3.04.
- For physical education, navigate to Section 4, question 4.01.
- For physical activity, navigate to Section 4, question 4.04.
To review the health education, physical education, and physical activity minutes requirements as set forth in the HSA and HSAA, please review the annual notification on meeting the HSA requirements.
Action Plan Process and Deadlines
Schools out of compliance with the health education, physical education, or physical activity minutes requirements will be notified by OSSE in early May 2026. Following notification, schools are required to submit their action plan via Microsoft Forms by Friday, June 5, 2026.
If a school provided incorrect data on the School Health Profile, they may submit a Data Error Acknowledgement form. If the provided minutes are in compliance with the minutes requirements, the school may request an action plan waiver as part of the form. OSSE will review and determine if the school is eligible to waive the Action Plan requirement within three business days.

OSSE will review all Action Plans and may follow up if a school’s action plan does not:
- Indicate an increase in minutes compliance for the 2026-27 school year;
- Clearly articulate the steps the school will take to increase their minutes compliance for the 2026-27 school year; and/or
