The SOAR Third-Party grants are available through a competitive process to eligible nonprofit organizations with a demonstrated history of success working with DC charter schools on projects designed to:

1. have a direct and rapid (within two years) impact on the academic achievement and outcomes for public charter school students across multiple school LEAs, and
2. impact student outcomes at multiple charter local education agencies (LEAs) indirectly by enhancing the organizational capacity of charter LEAs to operate as fiscally and operationally sound nonprofit organizations and schools.

Project Descriptions

Cambiar Education/The Ability Challenge
The Ability Challenge will improve services for students with disabilities by engaging three school teams in professional learning, developing educator collaboration competencies, coaching, and continuous improvement. Student outcomes will include increased engagement and improved student achievement.

City Year, Inc.
City Year DC's program accelerates student growth through positive relationships and evidence-based interventions designed to help all students, including those receiving special education services, achieve at high levels and graduate from high school prepared for college and career.

DC Public Charter School Cooperative
The Co-op will work with two LEAs to ensure that struggling students and those with disabilities are prioritized and served well. Work will focus on development and implementation of multi-tiered systems of support (MTSS). Each will result in a demonstration classroom to serve as a citywide model.

EmpowerK12
This project will execute tailored plans to support partner LEAs' continuous improvement. DC Bilingual and Social Justice PCS will use frequently updated data and a structured improvement science process to drive rapid academic and social-emotional gains, particularly for students with disabilities.

Relay Graduate School of Education
Relay's Partnership for Inclusive Schools serves Pre-K-8 students via ongoing team-based professional development of teachers and leaders, based on demonstrated needs, to grow equitable learning outcomes for SPED students. Data, research and continuous improvement cycles are the basis of their work.

Urban Teachers
Urban Teachers will provide direct professional development and support to more than 50 teachers-in-training ("residents") in both special and general education (elementary, secondary math, or secondary ELA) to accelerate learning in inclusive classrooms in five DC charter LEAs.
