Financial Program Analyst, Postsecondary and Career Education

One of the most meaningful aspects of our work at the Office of the State Superintendent of Education (OSSE) is helping District of Columbia residents achieve their educational goals. Our division, Postsecondary and Career Education (PCE), is uniquely positioned to support key transitions across a wide spectrum of learners – from eager middle schoolers to resourceful adults. Along with our partners, we are honored to be part of our learners’ high school choices, literacy development, college financing, career exploration, and many other meaningful moments in between.

As the State Education Agency for the District of Columbia, OSSE is charged with raising the quality of education for all DC residents. PCE supports programs that help students explore their options at every level and pursue postsecondary goals. Our eight program offices support this goal in many different ways.

  • The Office of Adult and Family Education (AFE) provides funding for organizations that serve adults who lack a high school diploma or equivalency, or who need to improve their literacy and numeracy skills to gain employment.
  • The DC ReEngagement Center (REC) supports youth ages 16-24 to address barriers that they face in reconnecting with educational options, earning a secondary credential, and transitioning to employment and/or postsecondary education.
  • The GED® Program Office (GEDPO) provides opportunities to sit for the GED® suite of exams.
  • The Offices of Career and Technical Education (CTE) and Industry Engagement (IE) provide funding to schools and the University of the District of Columbia for programs that serve traditional secondary and postsecondary students. These programs can also lead to students attaining industry credentials.
  • The Office of College and Career Readiness (CCR) provides programming that helps develop a college-going culture in the District, with services targeted at middle and high school students.
  • The Higher Education Licensure Commission (HELC, Commission) authorizes institutions of higher education (IHEs) to operate in the District, ensuring that District students have access to licensed and reliable higher education opportunities.
  • The District of Columbia Tuition Assistance Grant (DCTAG) provides financial assistance as students move to and through college.

The Financial Program Analyst supports and collaborates with the eight program offices to drive and ensure the financial health of our team. The position reports directly to the Assistant Superintendent of Postsecondary and Career Education (PCE).

What you'll do:

  • Advise Assistant Superintendent on formulating and executing a budget strategy that maximizes resources towards division goals
  • Coordinate the operational planning of OSSE's financial and leadership teams, the Office of the Chief Financial Officer (OCFO), and the Office of Contracts and Procurement (OCP) with PCE’s program offices and leadership
  • Support budget development, procuring services, monitoring expenditures, assessing the effectiveness of budget and fiscal controls, anticipating potential shortfalls, conducting cost-benefit analyses, and making recommendations on proposed policies
  • Manages day-to-day financial matters using System of Accounting Record (SOAR), Procurement Automated Support System (PASS), and the OCFO's reporting software (CF0$olve)
  • Engage with PCE’s financial and leadership teams to identify and solve problems and improve processes related to the financial management of the department's local and federal funds

  • Superior resource and project management skills – you’re the person who stays calm amidst chaos because you’ve got it all planned out
  • A proven track record of consensus building and managing projects laterally to achieve on-the-ground results
  • Comprehensive knowledge of accounting principles and procurement laws that govern public finance processes and federal entitlement grants
  • Excellent interpersonal, verbal, and written communication skills – you’ll collaborate across all levels of PCE and OSSE teams
  • Expert level Excel skills, including VLookups & pivot tables
  • Excellent problem-solving, planning, and strategic thinking skills
  • Demonstrated experience using financial systems preferably SOAR, PASS and CF0$olve
  • Good humor, adaptability, and resilience in the face of competing and evolving priorities
