Director of Student Transportation Services

The Office of the State Superintendent of Education’s Division of Student Transportation (OSSE-DOT) is seeking a dynamic and experienced Director of Student Transportation to lead its mission of providing safe, reliable, and efficient transportation services that positively support learning opportunities for students with disabilities in the District of Columbia.

As OSSE’s Director of Student Transportation, you will be responsible for leading a team of over one thousand motor vehicle operators, bus attendants, and other essential employees to deliver outstanding transportation service to students and their families. The ideal candidate will bring a blend of operational expertise, strong people leadership, and technological vision to modernize and continuously improve OSSE-DOT's transportation system. The Director of Student Transportation reports to the Deputy Superintendent of Operations.

SPECIFIC FUNCTIONS OF THE DIRECTOR OF STUDENT TRANSPORTATION INCLUDE:

  • Plan, direct, organize, and control the overall transportation plans for the Division of Student Transportation.
  • Collaborate with parents, school administrators, and the community around transportation concerns, and foster a culture of respect and teamwork across both frontline and administrative staff.
  • Implement and oversee successful rollout and training of new technology systems, including GPS and routing systems.
  • Develop and monitor data systems for the daily tracking and reporting of performance metrics related to on-time performance, cost efficiency, and customer satisfaction, and utilize metrics to drive continuous improvement across the division.
  • Manage vendor contracts, budgets, and partnerships to ensure high-quality, cost-effective service delivery.
  • Monitor and enforce trainings, safety programs and protocols in compliance with state and federal laws.
  • Collaborate with the Human Resources, the Office of General Counsel, and the Office of Labor Relations Collective Bargaining (OLRCB) in the collective bargaining agreements with Union officials.
  • Participate in OSSE’s executive leadership team meetings.
  • Perform other related duties as assigned.

KEY QUALIFICATIONS:

  • Bachelor’s degree in a field of accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.
  • Direct experience with budget, business and strategic plan development, including achieving measurable performance increases while reducing costs.
  • Ability to supervise, mentor, motivate, appraise and work with subordinate supervisors and non-supervisory employees.
  • Excellent interpersonal skills with the ability to maintain effective working relationship with union officials, employees and management as well as families who rely on transportation services and other members of the public.
  • Transportation background preferred.
  • Logistical and operational background strongly preferred.
  • Superior oral and written communication skills.
  • Demonstrated analytical and problem-solving skills.

Salary: This position is a Grade 16 on the District government’s Management Supervisory Service (MSS) salary scale. The salary ranges from $140,958 to $197,337. Actual salary is determined by a variety of factors including years of experience, applicant qualifications, internal equity comparisons, and organizational structure.
