The Office of the State Superintendent of Education (OSSE) is the State Education Agency for the District of Columbia charged with raising the quality of education for all DC residents. OSSE is focused on sustaining, accelerating, and deepening the progress being made for the District’s 90,000+ students. OSSE serves as the District’s liaison to the U.S. Department of Education and works closely with the District’s 470+ early childhood facilities, 250+ schools, 60+ local education agencies (including DCPS and charter organizations), and community-based organizations to provide critical programming and resources to our stakeholders.
The Director of Nutrition Services oversees planning and administration of state nutrition programs including monitoring, oversight, and technical assistance to ensure program integrity at both the fiscal and service delivery. The Director of Nutrition Services directs and guides the Office of the State Superintendent of Education (OSSE)/Division of Health and Wellness (HW) Nutrition Team activities related to nutrition programs in District schools, childcare, and out of school time settings.
The job tasks will include supervising the statewide monitoring and administration of federal nutrition programs and conferring with State, Local, and Federal representatives and officials, legislators, leaders of allied organizations, on current policies, problems, and plans pertaining to food and nutrition programs and issues.
Specific functions of the Director of Nutrition Programs include:
- Oversee all program management: claims, finalize reports, reviews, monitors applications/agreements, and other programmatic core activities.
- Develop and maintain statistics, data collection, and analysis on all Nutrition Services issues.
- Establish and meet performance standards that measure nutrition program performance in key areas such as increasing compliance through monitoring, decreasing average time to reimburse claims, maximizing program participant's number of meals served.
- Develop program specific operating policies and procedures including establishing accounting and reporting procedures for all agencies and organizations participating in food and nutrition programs. Responsible for programmatic and fiscal monitoring of the programs. Develops and oversees the payment process for recipients of Federal and State funds for food and nutrition programs. Provides a system for managing reports and responses for audits performed on sponsoring organizations.
- Initiate and monitor policies relating to division personnel actions, training and professional development including the preparation and presentation of annual workshops and seminars. Manages supervisory, professional and support staff.
- Identify and assess funding opportunities, both federal and non-federal, which may be of interest to the OSSE.
Key qualifications for the role include:
Mastery of policies and procedures related to the USDA program regulations, Federal and State laws, By-laws, Federal State regulations and all other associated policies, directives, procedures, and regulations sufficient to develop and provide authoritative advice and interpretation of relevant budget, policy, and procedural issues. Knowledge of the rules, regulations, policies, and procedures as they relate to the mission of the Office of the State Superintendent of Education (OSSE).
Superior and extensive knowledge of management principles and practices in order to provide sound recommendations regarding organizations participating in food and nutrition programs.
Superior experience in Federal grant programs funded by the United States Department of Agriculture (USDA) and other federal mandates and relevant procedures and requirements sufficient to ensure conformity with Federal and State regulations.
Skills in effectively presenting information, findings, and recommendations in written and oral form. Ability to analyze, summarize, and report on quantitative and qualitative data.
Our ideal candidate will also have:
- Graduation from an accredited four-year college or university with a relevant bachelor's degree and at least seven (7) years of relevant work experience, with at least three years at a management/supervisory level; or an equivalent combination of education, training, and experience.
- Mastery of the preparation and management of budgets and grants sufficient to direct the budget process and the implementation of the grant process, to include allocation and distribution of grants fund.
