The Office of the State Superintendent of Education (OSSE) is the State Education Agency for the District of Columbia charged with raising the quality of education for all DC residents. OSSE is focused on sustaining, accelerating, and deepening the progress being made for the District’s 90,000+ students. OSSE serves as the District’s liaison to the U.S. Department of Education and works closely with the District’s 470+ early childhood facilities, 250+ schools, 60+ local education agencies (including DCPS and charter organizations), and community-based organizations to provide critical programming and resources to our stakeholders.
This position is located in the Office of the Assistant Superintendent within the Division of Systems & Support, K-12 (K12). The Deputy Assistant Superintendent leads strategy implementation, policy coordination, and data and information management for the division – managing infrastructure systems that lead to success for all of K12’s programs and services. This includes supporting the agency’s work to administer impactful elementary and secondary federal grant funding, improve outcomes for students with disabilities, and meet the needs of special populations of students and those educated in special settings. The Deputy Assistant Superintendent reports directly to the Assistant Superintendent, Systems and Supports, K12.
Specific functions of the Deputy Assistant Superintendent include the following:
Strategy and Leadership
Inspire innovation and lead strategy implementation to maximize the impact of grants and regulatory supports for the achievement of equitable outcomes for all students.
- Lead a team of Special Assistants to manage infrastructure systems that support implementation of K12’s strategy and programming, ensuring excellence in divisional operations for grants management, special education accountability, and supports for special populations
- Provide leadership and counsel to support strategic planning and strategic plan implementation for OSSE’s Office of Special Education, Office of Federal Programs and Strategic Funding, and Office of Special Populations and Programs
- Lead divisional and cross-agency initiatives to address student needs across complex systems and represent OSSE in inter-agency collaboration
Policy and Stakeholder Engagement
In partnership with stakeholders and the division’s program offices, coordinate the development and implementation of policy that supports educational equity.
- Work with key internal and external stakeholders to coordinate the development of relevant policy related to K12’s programs and services with a focus on the needs of stakeholders in LEAs, schools, and special educational settings
- Work closely with the Assistant Superintendent of Systems and Supports, K-12, and directors in the K12 division to support stakeholders through a coordinated policy, funding, monitoring, and technical assistance system
- Ensure coordination and collaboration in policy activities across K12’s programs and serve as K12’s primary liaison to the agency’s Deputy Chief of Staff for Legislative Affairs & Policy
Data and Information Management
Designs and manages systems for collecting and managing program-related information to ensure data-informed decision-making, ongoing evaluation of program impact, and accountability for results.
- Oversee the K12 division’s information management protocols and ensure staff have the necessary guidance and tools to access and archive information necessary for successful program management and evaluation
- Work closely with the Divisions of Data, Assessment, and Research (DAR), Systems Technology (OIT) and Operations (OPS) to ensure that data processes, technology infrastructure, and operations address programmatic needs
- Develop and monitor quality assurance systems for divisional data, including protocols to ensure accuracy in federal and local reporting

- Excellent interpersonal and collaboration skills, including stakeholder engagement facilitation

- Knowledge and understanding of the DC education landscape and the role of key entities, including OSSE as the state education agency
