The DC Early Childhood Education (ECE) Business Collaboratory (“Collaboratory”) is an alliance of organizations with knowledge and expertise in child care business operations. The Collaboratory helps child care business leaders and administrators strengthen their business practices by supporting access to training and technical assistance to enhance operations and improve outcomes for children, families and staff.
The Office of the State Superintendent of Education (OSSE), Hurley & Associates, LLC (H&A), Kids Comprehensive Services (KCS), United Planning Organization (UPO), Multicultural Spanish Speaking Providers Association (MSSPA) and Trinity Washington University are members of the Collaboratory.

The Collaboratory developed Core Business Competencies for Best Business Practices (“Competencies”) (Español | Amharic) to enhance and align efforts across organizations that offer business supports and provide child care business leaders and administrators a clear framework for strengthening business practices. The Competencies are organized into four content areas:
- Financial Management
- Business Efficiency
- Enrollment Management for Child Care Programs
- Human Resources
Each content area contains multiple competencies that define the specific knowledge and skills child care business leaders and administrators need to operate a child care program effectively.
