Assistant Superintendent of Data, Assessment and Research (DAR)

The Office of the State Superintendent of Education (OSSE) is the State Education Agency for the District of Columbia charged with raising the quality of education for all DC residents. OSSE is focused on sustaining, accelerating, and deepening the progress being made for the District’s 90,000+ students. OSSE serves as the District’s liaison to the U.S. Department of Education and works closely with the District’s 470+ early childhood facilities, 250+ schools, 60+ local education agencies (including DCPS and charter organizations), and community-based organizations to provide critical programming and resources to our stakeholders.

Challenge & Opportunity

The Assistant Superintendent for the Division of Data, Assessment & Research provides leadership for a team of 20+ professionals who promote the strategic use of education data throughout DC. He or she will draw upon a variety of technical disciplines and use superior communication and project management skills to lead data strategy, management, and analysis for the Agency.

Specific functions of the Assistant Superintendent of DAR include:

  • Setting a Strategic Vision for Data and Managing a Team
    • Setting the vision and direction for a large and complex team.
    • Providing appropriate coaching and development for several managers.
    • Using deep knowledge of information systems and technologies to lead large, complex, and/or special projects, often in partnership with consultants or external agencies.
  • Managing Data
    • Developing a strategy for the agency’s data architecture, including database design and structure, data integrity, and database tools.
    • Working to reduce the data reporting burden on LEAs and community-based organizations, and to increase data use throughout the District.
    • Ensuring effective implementation of data protection protocols consistent with state and federal laws and regulations.
  • Analyzing Data
    • Supporting the development and implementation of a strategic research agenda to inform policy development, advocacy, and evaluation
    • Establishing partnerships with internal and external counterparts to ensure that data enables quality empirical analysis and decision making
  • Inciting Action through Data
    • Advancing a data-driven culture both inside the Agency as well as with external education stakeholders.
    • Overseeing the creation of actionable reports and analysis tools that help educators, families and other DC stakeholders make more informed decisions.
    • Managing communication to LEAs, CBOs and other DC stakeholders about data policies, initiatives, and needs.

Key qualifications for the role include:

  • Bachelor’s or Master’s degree in a relevant technical or business discipline.
  • 6+ years of relevant experience, including 3+ years of leadership experience in an organization using advanced data analytics and research to drive continuous improvement.
  • Two or more years’ experience in education sector highly preferred.
  • Experience managing large, diverse teams and consultants.
  • Familiarity with application development and usage.
  • Expert understanding of data management and analysis.
  • Superior ability to communicate complex information to stakeholders with varying degrees of prior knowledge.
