Assessment Specialist (ELA/Literacy & Testing) DAR

Job Summary

This position is located in the Office of the State Superintendent of Education (OSSE), Division of Data, Assessments, and Research. The Division of Data, Assessment, and Research (DAR) is charged with creating and communicating a picture of the District’s educational landscape, and with using data to improve student outcomes and drive system improvements at all levels. Within DAR, the Office of Assessments is responsible for designing, developing, implementing, and reporting out on the District’s Next Generation Assessment system of statewide summative assessments. In partnership with key stakeholders, the Office of Assessments creates a comprehensive educational assessment program that: accurately measures student performance; produces actionable data; and provides tools, guidance, and training to empower Local Education Agencies (LEAs) to meet the needs of all learners and make informed decisions.

This position functions as an Assessment Specialist responsible for the planning, developing, and conducting of system-wide assessments for accountability. Measures encompass standards-based assessments in English language arts/literacy, mathematics, science, and English language proficiency.

Duties and Responsibilities

Manages the development and implementation of statewide summative general and alternate assessments in English language arts/literacy, mathematics, science, and English language proficiency, in accordance with federal and District of Columbia laws and regulations. Serves as primary point of contact and technical resource for LEAs on state standards, test design, and test administration procedures for statewide assessments in relevant content area(s). Communicates with LEA stakeholders to provide training and technical assistance for statewide assessment administration. Develops training materials and provides professional development for LEA Test Coordinators for relevant assessments and/or content area(s).Serves as Contract Administrator of contracts entered into by OSSE for the development, administration and/or scoring of statewide summative and/or analysis and/or reporting of assessment results, as relevant to assigned portfolio of assessments. Plans and coordinates technical assistance and communications to internal and external stakeholders serving K-12 public school students in the district to develop and implement assessment systems in relevant content area(s).

Collects and provides timely and accurate information to satisfy regulatory reporting and operational requirements for and with internal and external stakeholders, including the U.S. Department of Education (USED), LEAs, schools, State Board of Education, and community stakeholders. Maintains partnerships with consortia of states and/or national organizations relevant to assigned portfolio of statewide assessments. Catalogs current status of state policies, regulations, and procedures for testing, standards, and accountability. Advises leadership on the need for policy, guidance or implementation of existing policy as pertains to standards, assessments, and accountability. Coordinates the development and implementation of assessments that meet all federal requirements for standards and assessment systems for relevant content area(s), including such activities as: Contracting, procurement and vendor relations; Formation of expert technical advisory committee(s); Serving as primary liaison to committee(s) and coordinating their work. Produces, assembles, and analyzes submissions to the federal government to meet relevant federal statutes, regulations, or policies. Develops calendars, timelines and project plans for federal reporting and coordinating with internal and external dependencies as necessary to ensure reporting requirements are satisfied. Assists with the procurement of supplies, equipment, and services related to assessment programs system wide. Presents and justifies request for funds, supplies, educational services, and materials. Assists with the development of budget requirements, monitors expenditures, and identifies short and long-term needs. Monitors expenditures to maintain fiscal accountability and spending controls to ensure that obligations do not exceed budget.

Qualifications and Education

Specialized Experience: Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, the incumbent must possess at least one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression.

Master’s degree in education, or related field is preferred.

Duration of Appointment: This is an Education Service (ES), “At-Will” Appointment. All positions and appointments in the Education Service serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

Collective Bargaining Unit (Non-Union): This position is not covered under a collecting bargaining agreement.

Position Designation: In accordance with Chapter 4 of the D.C. personnel regulations, Suitability, this position has been deemed Security-Sensitive. Accordingly, the incumbent will be subject to pre-employment checks (criminal background checks, consumer credit check, traffic record checks, and drug screenings, if applicable) as a condition of employment, and will be subject to periodic criminal background checks for the duration of your tenure.

Emergency Designation: This position is designated as emergency and you are agreeing to adhere to the policies in sections 1271 and 1274 of DPM Chapter 12, regarding Essential/Emergency employees. As an emergency employee, you will be required to either report to work, stay at work, or telework (if directed to do so) during a declared emergency or during a period of non-emergency where your duties have been deemed as critical District government functions/operations. You may be required to perform other duties outside of your position description during a period of a declared emergency (such as manual labor, shelter services, etc.).

Residency Preference: Applicants claiming “Residency Preference” will be required to maintain residency in the District of Columbia for a minimum of seven (7) years. Failure to do so may result in forfeiture of employment.
