What Is a Special Education Performance Report?

The Office of the State Superintendent of Education (OSSE) released Special Education Performance Reports (SEPRs) in September 2023. The annual reports are designed to evaluate the performance of a local education agency’s (LEA’s) special education program and pinpoint OSSE supports for the LEA to build educator and system capacity to serve students with disabilities. Additionally, this report is designed to provide LEAs and families with meaningful information about LEA progress toward improving outcomes for students with disabilities.

In alignment with OSSE’s values for equity, the SEPR scores are not correlated with the proportion of an LEA’s student population that are identified as having disabilities or who are economically disadvantaged (students whose households receive Temporary Assistance for Needy Families [TANF] or Supplemental Nutrition Assistance Program [SNAP], are experiencing homelessness, or are under the care of Child and Family Services Agency [CFSA]). Below, you can see two charts demonstrating the lack of correlation between SEPR scores and LEA demographics.
