Assistant Superintendent of Human Resources

Sheila Cuthrell is the Assistant Superintendent of Humans Resources with the Office of the State Superintendent of Education for the District of Columbia government. She leads a team of 40 human resources professionals and is an experienced and dedicated professional with extensive administrative, human resources, leadership, project management, strategy, and management skills. She is responsible for providing strategic guidance and leadership for all aspects of human resources at OSSE including recruiting, leave programs administration, training and development, employee and labor relations, payroll and employee suitability. Additionally, Ms. Cuthrell advises executive leadership on human capital management in support of the implementation and execution of key programs and strategic priorities.

Since joining OSSE in 2022, Ms. Cuthrell has revamped the agency’s human capital management functions by optimizing operations including streamlining the agency level hiring process that has reduced the Agency’s time-to-fill by an average of 45 days while remaining in compliance with the District Government’s hiring guidelines. As the labor liaison, she monitors OSSE’s compliance with its collective bargaining agreements and is the Agency’s lead negotiator in the bargaining process. She has also created various engagement programs to maximize the health and wellness of employees.

Prior to joining OSSE, Ms. Cuthrell served as Director of Operations for the Office of the Deputy Mayor for Planning and Economic Development.

Ms. Cuthrell has a Bachelor of Arts degree in Government & Politics from the University of Maryland. She is a Certified Public Manager, a Certified Workplace Mediator and Trainer and a Certified Labor Relations Professional.
