Deputy Superintendent of Operations

Raphael Park serves as the Deputy Superintendent of Operations with the Office of the State Superintendent of Education (OSSE). In this role, he provides strategic direction and executes a range of internal and external support activities including information technology, human resources, budget and finance, emergency management, investigations, data and research, student assessments, and student transportation.  

Prior to joining OSSE, Raphael served as the Chief Performance Officer at the Department of Consumer and Regulatory Affairs (DCRA) where he led the agency’s data analytics, business intelligence, and performance management functions. He also held several roles with the DC Metropolitan Police Department (MPD) as the Program Manager of the Risk Management Division, Special Assistant in the Executive Office of the Chief of Police, Management Analyst in the Strategic Change Division, and Law Enforcement Analyst in the Office of Research and Analytical Services. With more than a decade of work experience with the District government, Raphael strives to create a city where every resident can feel safe and has access to high quality government services.  

Raphael lives in Ward 3 and is a proud parent of two children who attend the District of Columbia Public Schools. He has a Juris Doctor degree from the University of Maryland, a Master of Public Administration degree from the Pennsylvania State University, and a Bachelor of Arts degree from the University of Michigan.
