Interim Assistant Superintendent of Postsecondary and Career Education
As the Interim Assistant Superintendent of Postsecondary and Career Education (PCE), Kilin oversees OSSE’s work on college readiness and financial assistance, career and technical education (CTE) and industry engagement, higher education licensure, adult education and GED testing, and youth reengagement.
In this role, Kilin works with his team to lead OSSE’s efforts to ensure that the District’s students have access to quality educational opportunities that will effectively prepare them for and connect them to postsecondary opportunities and career pathways regardless of their age or where they start on the educational continuum.
During his tenure, Kilin has been instrumental in the establishment of the DC ReEngagement Center and the District’s first Advanced Technical Center. He has also worked closely with his team to develop and grow CTE-aligned internship programs and transition from traditional adult education models to an Integrated Education and Training approach which is seen as a national best practice.
Prior to joining OSSE, Kilin served as Legislative Director to the Chairman of the DC Council’s Committee on Housing and Workforce Development, where he worked with advocates, subject matter experts, and stakeholders to provide oversight and craft legislation aimed at improving the District’s workforce development system, CTE programs, and safety-net programs.
In addition to his District Government experience, Kilin has held leadership positions within DC’s nonprofit sector where he spearheaded efforts to build the capacity of local community-based organizations to help them better meet the needs of District residents.
Kilin attended American University where he earned dual B.A. degrees in Law and Society and International Peace and Conflict Resolution, as well as a graduate certificate in Public Policy Analysis.
