General Counsel

Carol Epstein serves as the General Counsel for the Office of the State Superintendent of Education (OSSE). As the General Counsel, Carol is responsible for supervising and directing a team of nine attorneys and one paralegal. The legal team is responsible for conducting all the legal business of OSSE, which includes providing legal sufficiency reviews and advising programs and leadership at OSSE, litigating before administrative bodies and supporting litigation before courts, reviewing and approving data sharing agreements, FOIA requests, and more. 

Carol has extensive experience advising the Attorney General, the Mayor, the DC Council, and agency directors and counsel on complex legal matters, including the interplay between the District and federal law, separation of powers, legislation and rulemakings, and constitutional issues. Prior to joining OSSE, Carol served in the Legal Counsel Division with the Office of the Attorney General for DC. She earned her B.A. at Northwestern University and J.D. at American University.
