Funded through a grant from the US Department of Education, ARROW is an opportunity for the District of Columbia to launch recruitment and retention activities that build knowledge, skills, professional opportunities and job satisfaction for school behavioral health professionals to enter and remain in the workforce through collaboration with local education agencies (LEAs), District colleges and universities and school behavioral health organizations and partners. ARROW Learning Community
Under the Advancing the Recruitment and Retention of Our Workers (ARROW) recruitment activities, and available to all school-based behavioral health providers, the Learning Community (LC) will provide DC school-based providers with:
- Training on evidence-based practices;
- Technical assistance (TA) sessions to offer supervision and consultation; and
- Career advancement and wellness coaching to support providers in meeting the needs of the youth and communities they serve and foster individual provider wellbeing.
LC training offerings have been informed by the expressed needs of the school-based provider behavioral health workforce working in DC public and public charter schools and designed to help these providers expand their therapeutic skills and toolboxes as they continue to support their students and school communities.

Cognitive Behavior Therapy On-Demand Trainings
- In partnership with the Beck Institute, OSSE is pleased to offer self-paced, on-demand Cognitive Behavior Therapy (CBT) trainings. These trainings will be available to all school-based behavioral health providers (social workers, school psychologists, community-based organization clinicians, counselors, DBH school-based clinicians) placed at DC public and public charter schools.
- Trainings include:
- CBT for Attention-Deficit/Hyperactive Disorder (ADHD) in Youth - this 90-minute webinar will teach you strategies to help children understand the ADHD diagnosis and reframe their self-image. 1.5 CEs available.
- CBT for Autism - this three-hour webinar focuses on adapting CBT to the unique needs of clients with autism spectrum disorders (ASD). Although CBT is a highly efficacious intervention for a range of mental health diagnoses, the developmental challenges of ASD must be considered when delivering treatment. This webinar will review key CBT interventions, characteristics of ASD, and specific modifications of CBT to meet the needs of clients with ASD. 3 CEs available.
- Recovery-Oriented Cognitive Therapy (CT-R) for Ultra-High-Risk Youth and Early Episode Psychosis (high school providers only) – this 3.5-hour webinar presents the core components of CT-R and will review research showing that experienced stigma leads young people to develop negative beliefs about themselves, others, and their futures, which can ultimately contribute to or exacerbate challenges, such as delusions, hallucinations, aggression and self-injury, and negative symptoms. This presentation will address how these challenges may impact a young person’s ability to move towards their aspirations. This presentation will teach and practice skills for building hope and empowerment in youth, as well as interventions that can help increase their sense of control and help them to develop a positive identity of their best self. 3.5 CEs available.

ARROW GO! Award Program
The Advancing the Recruitment and Retention of Our Workforce (ARROW) GO! Award Program provides funding for eligible District of Columbia school-based behavioral health providers to participate in national in-person learning opportunities.
Opportunities for the 2025-26 school year will be available for (based on funding availability):
- School-based behavioral health clinicians (i.e., school social workers, school psychologists, or licensed counselor) to attend the 2025 Annual Conference on Advancing School Mental Health, in Orlando, FL on Dec. 2-4, 2025. (Application opens August 2025)
- School psychologists to attend the National Association of School Psychologists 2026 Annual Convention in Chicago, IL on Feb. 24-27, 2026. (Application opens October 2025)
- School social workers to attend the 2026 National School Social Work Conference in St. Louis, MO on April 9–12, 2025. (Application opens November 2025)
Eligibility Requirements
- Must be a school-based behavioral health clinician (i.e., school social workers, school psychologists, licensed counselor).
- Must be placed full-time at DC public or public charter schools serving pre-K 3 through grade 12 and employed by the District of Columbia Public Schools (DCPS), a DC public charter school, the Department of Behavioral Health (DBH) School Behavioral Health Program, or a community-based organization (CBO) that participates in the DBH Comprehensive School-Based Behavioral Health System.
- Must apply for an opportunity that matches the applicant’s licensure/discipline (e.g., a school psychologist is ineligible to attend the National School Social Work Conference).
- All applicants must complete an ARROW GO! Award Program application and submit to OSSE a letter of support from their direct supervisor to [email protected] by the application close date.
- Selected applicants may attend only one (1) availably opportunity for the 2025-26 school year.

First Year Cadre
The First Year Cadre is a unique professional development opportunity designed for school-based behavioral health providers, i.e., school social workers, school psychologists and counselors (school counselors and licensed counselors) who are new to the school setting.
Participants attend regular professional development sessions, connect with peers, and receive tailored resources and tools to support their work.
