Homeless Education Program

If you are in need of food, shelter, clothing and other wraparound services for children, youth or families experiencing homelessness, a list of various local and national resources can be found here.

The Homeless Education Program (HEP) of the Office of the State Superintendent of Education (OSSE) supports local education agencies to ensure that children and youth experiencing homelessness are connected to necessary resources and receive the same educational opportunities as permanently housed students. This support is accomplished through federal grant funding, policy support, training and technical assistance.

DC Homeless Liaisons Contact List
If you are a student, parent, service provider or school-based staff person needing assistance at a specific school, please contact your school’s homeless liaison from this list.

Higher Education
LEA or school-based homeless liaison may complete an Unaccompanied Homeless Youth Documentation of Independent Student Status form on behalf of students in the District of Columbia (DC) identified as an unaccompanied youth who is experiencing homelessness and applying for the following college financial aid: Free Application for Federal Student Aid (FAFSA) and DC Tuition Assistance Grant (DCTAG). This completed form waives the requirement to report parents’/guardians’ financial information.

Additionally, high school students identified as experiencing homelessness who are graduating from DC public or public charter schools, and have been accepted and enrolled in college classes in the forthcoming academic year, may submit an application to receive an OSSE College Starter Kit.
