OSSE Publishes Proposed Amendments to Child Development Facilities
Licensing and Fee Requirements

Mayor Adrian Fenty and the State Superintendent of Education, Kerri Briggs, today announced the publication of proposed amendments to the Child Development Facilities Licensing and Fee Requirements. The proposed amendments, when adopted, will affect all child care providers in the District.

The proposed revisions revise the current Title 29 of the District of Columbia Municipal Regulations (DCMR); Chapter 3 entitled “Child Care Development Facilities,” and will become final in not less than thirty (30) days from the date of publication in the DC Register, July 30, 2010.

The proposed revisions update the operating standards for child care development facilities in the District of Columbia. This proposed rulemaking maintains the basic regulatory framework established in 2007 with modifications to update operational and professional standards as well as revisions reflecting statutory requirements and clarification that the OSSE is now the lead agency.  The proposed regulations include revisions to general licensing requirements, criminal background history checks, environment standards, and licensing fees. The proposed revisions also recognize the special nature of child development facilities certified as Montessori Schools.

The public has 30 days from the July 30, 2010 date of publication in the DC Register to comment on the proposed revisions.
