OSSE At-Risk Certification and Appeals

On November 5, 2014, OSSE released the updated at-risk student level data in the Statewide Longitudinal Education Data (SLED) System for Local Education Agency (LEA) leaders. In SLED, LEAs can view the data and print the certification form verifying its data. To print the at-risk certification form, please follow the steps below.

  1. Log into SLED
  2. Click on reports
  3. Click on the OSSE reporting tab
  4. At the bottom left of the screen, click on “At Risk Certification Form”

In addition, LEAs are able to view the Student Level data in the ​Uniform per Student Funding Formula (UPSFF) Enrollment roster in SLED. If you filter the ‘at-risk indicator’ field for ‘YES’, this will give :EAs all the students who are being counted in the certification. To verify the reason why that student was flagged as at-risk, please check the overage, homeless, direct certification, and ward of state fields. By 5 p.m. on November 19, 2014, LEAs should exercise one of the following actions;

If a LEA agrees with the data in the at-risk certification form:

  • Sign the at-risk certification form and email the form to [email protected] by November 19, 2014 at 5 p.m.

If a LEA disagrees with the data in the at-risk certification form:

  • Provide documentation that confirms student in question is an at-risk student by November 19, 2014 at 5 p.m.
  • OSSE’s Office of Enrollment & Residency will review all documentation received for final determination.

If a LEA does nothing:

  • If a LEA does not certify using the at-risk certification document by November 19, 2014, OSSE will record a passive certification.
