Steps to Licensure Renewal
A postsecondary educational institution approved to operate in the District of Columbia that wishes to renew its license must complete and submit an Application of Licensure Renewal. The process will include a review to confirm the institution's past compliance with District laws and regulations and licensure standards and affirm its willingness and ability for continued future compliance.
STEP 1: Ensure that all required reports have been submitted to the HELC.
As a condition of approval to operate post-secondary educational programs in the District all licensees must submit an Annual Data Survey. The survey responses inform the Commission in the following areas: institutional characteristics, institutional human and fiscal resources, institutional prices, accreditation, enrollment, degrees and certificates conferred, student retention and financial aid.
STEP 2: Secure the most current renewal application form.
Before starting you should visit the HELC website to secure the most current application form [DOC].
STEP 3: Submit a complete application and required fees.
Submit a complete application at least 60 days prior to expiration of current license by responding to all of the required questions, completing all of the required forms, and remitting the corresponding non-refundable fee.
STEP 4: Complete a site visit.
All institutions with a physical location in Washington, DC must complete a satisfactory site visit as part of the application process. After a complete review of the application, HELC staff will contact you to schedule a site visit of the proposed facility. STEP 5: Appear before the Commission.
The HELC meets every other month to review processed applications (except August). HELC staff will notify the designated point of contact of the date, time and location of the meeting where the institution’s application will be considered. Note: An applicant cannot begin operating or advertising until the Commission has approved (affirmatively voted on) the application. Filing an application does not grant authority to offer instruction or to start advertising. Operating without a license is illegal in Washington, DC.
Please note: The following request for changes to an approved educational license will require the submission of a separate application and fee and must be approved by the Commission prior to commencement: Ownership Change, New/Additional Location, Curriculum (Add/Remove/Modify Programs), and Name Change.
