The 2020 DC School Report Card & STAR Framework Technical Guide provides an in-depth explanation of each of the data elements included on the DC School Report Card. The Technical Guide outlines the data sources, measurements, metric calculations, and how the STAR Framework assigns summative STAR ratings of one to five stars. For each metric, this guide provides the specific definitions and terminology, rules and methodology used in calculation, explanation of any exceptions and data caveats as well as a brief educational context for the metric.
Please note that due to COVID-19, the Office of the State Superintendent of Education (OSSE) asked for and received assessment and accountability waivers from the US Department of Education (USED). These waivers removed many of the requirements for reporting data on the report card and calculating STAR Framework scores. Therefore, the number of metrics reported on the 2020 DC School Report Card is reduced. Below, you will see a table detailing which metrics will be updated in 2020 and which will not. However, due to the fact that the DC School Report Card will continue to report data from prior years, this Technical Guide includes all metrics.
