Charter Schools Program Replication and Expansion Grants

On Nov. 3, 2017, OSSE received approval from the U.S. Department of Education (USED) of a waiver request to award subgrants for the purposes of replication and significant expansion, including taking over operations at a closing school. Initial eligibility for these grants is determined by approval of a charter amendment by the DC Public Charter School Board (PCSB). Awards will be for a period of up to two years.

Additional Eligibility Requirements

In order to be eligible for any of the additional CSP subgrants described below, the charter local education agency (LEA) must have been in operation for at least three years, must demonstrate that it fully completed the requirements of any previous CSP subgrant, and must not have a current CSP grant from USED.

Replication

  1. Existing single-campus LEAs must have a Tier 1 rating on the most recent Performance Management Framework (PMF).
  2. Existing multi-campus LEAs.
  • If the new campus will replicate any existing grade levels, those grades must currently exist at a Tier 1 campus operated by the LEA.
  • If the new campus creates new grade levels for the LEA, the LEA must have at least one Tier 1 campus at an adjacent grade level.
  • The majority of all campuses in the LEA must be Tier 1 and no school may have a PMF score below 50 except a school in its first year or a takeover school in its first two years.

Significant Expansion

For the purposes of this subgrant, “significant expansion” means to increase current student enrollment (not the enrollment ceiling) by more than 50 percent or to add at least two new grade levels over the course of the grant.

  1. The expanding campus must have been in operation for at least three years.
  2. The expanding campus must have a Tier 1 rating on the most recent PMF.
  3. The majority of all campuses in the LEA must be Tier 1 and no school may have a PMF score below 50 except a school in its first year or a takeover school in its first two years.

Note: For LEAs taking over operations at a closing school, the LEA must meet the additional eligibility requirements of the replication subgrant.
