Deputy Superintendent of Operations

Leading the Agency's Operations, Human Resources, and Data and Technology Functions.

The Office of the State Superintendent of Education (OSSE) is the State Education Agency for the District of Columbia charged with raising the quality of education for all DC residents. OSSE is focused on sustaining, accelerating, and deepening the progress being made for the District’s 90,000+ students. OSSE serves as the District’s liaison to the U.S. Department of Education and works closely with the District’s 470+ early childhood facilities, 250+ schools, 60+ local education agencies (including DCPS and charter organizations), and community-based organizations to provide critical programming and resources to our stakeholders.

Challenge & Opportunity

The Deputy Superintendent for Operations has executive responsibility for the operations, budget, grants management, human resources, data, and technology functions of the agency, including public-facing services such as the District-wide school lottery, the DC School Report Card, and the annual enrollment audit of 90,000+ District students. The Deputy Superintendent for Operations reports directly to the State Superintendent and has five direct reports with oversight over a 180+ person team.

The functional areas within this portfolio are organized across four divisions, each of which led by an executive-level Assistant Superintendent who sits on the agency’s Leadership Team. The four Assistant Superintendents and the Deputy Chief of Staff report to the Deputy Superintendent for Operations. Each of these leaders’ portfolios are described in greater detail below.

Division of Operations (OPS)

OPS is a team of ~50 people led by the Assistant Superintendent of Operations (ASO). This team is charged with ensuring that OSSE is using its fiscal resources strategically and effectively towards the agency’s goals and priorities. For context, the Agency has an annual budget of ~$1.4B, oversees $200M+ in annual grants funding, and procures ~$40M of goods and services. The ASO oversees the agency’s operations division, which includes the financial/operations levers of the agency (budgeting and finance, procurement coordination, fiscal management of grants, non-public tuition, and business operations), oversight of public-facing student services (enrollment, residency investigations, My School DC common lottery, and dispute resolution), and other administrative functions.

Division of Data, Assessments, and Research (DAR)

The Division of Data, Assessments, and Research (DAR) is a team of ~30 people led by the Assistant Superintendent of DAR. This team is charged with both analyzing and using data to drive outcomes for students and system improvements at all levels and creating and communicating a picture of the District’s educational landscape. This portfolio includes data privacy and governance, research and reporting, school accountability, and the administration of statewide assessments.

Division of the Chief Information Officer (CIO)

The CIO is a team of ~80 people led by the Chief Information Officer. The team is charged with providing the full range of technology support (network, telephone, and computer hardware and software, and data management services) needed for the agency to achieve its mission to improve outcomes for all students. The division includes teams of application developers, data management professionals, school facing data liaisons, and infrastructure and network support specialists.

Division of Human Resources (HR)

Human Resources is a team of ~20 people led by the Assistant Superintendent of HR. The team is charged with attracting, developing, and retaining top-notch talent, developing and scaling best practices in human capital management, and ultimately making OSSE the best workplace in DC. The team’s functions are expansive and include recruitment, employee and labor relations, employment litigation support, payroll, compliance, professional development/training, and working closely with our lead for Diversity, Equity, Inclusion and Culture.

Deputy Chief of Staff (DCOS)

The immediate office of the Deputy Superintendent is managed by a Deputy Chief of Staff for Operations. This portfolio includes cross division (QUAD) strategy, process improvement, and staff satisfaction. Team members also support the administrative needs of the QUAD.

Key qualifications for Deputy Superintendent of Operations:

  • Bachelor’s or Master’s degree in a relevant technical or business discipline
  • 8+ years of relevant experience, including 3+ years of senior leadership experience
  • Experience managing managers
  • Significant operations and strategy leadership experience in the public sector
  • Excellent written and oral communications skills – someone who communicates to lead, inspire, persuade and translate complex technical information into business and mission terms
  • Excellent problem-solving, planning, and strategic thinking skills
  • Demonstrated customer service mindset
  • Commitment to OSSE’s Core Values and to diversity, equity and inclusion
