OSSE is pleased to announce the following SAT Guidance and Dates for the 2018-19 school year:
Seniors - Oct. 10, 2018 (make-up date Oct. 24, 2018)
Juniors - March 6, 2019 (make-up date March 27, 2019)
As a reminder, if an eligible student is present at school on SAT School Day (and their school is participating), they are expected to take the exam. During the fall semester, seniors take the SAT on a scheduled day, and juniors do so during the spring semester.
Important Guidance for LEAs
The Privacy Technical Assistance Center (PTAC) of the US Department of Education released guidance to State Education Agencies (SEAs) and LEAs regarding the respective legal responsibilities under the Family Educational Rights and Privacy Act (FERPA), the Protection of Pupil Rights Amendment (PPRA), and the Individuals with Disabilities Education Act (IDEA), when registering students to take college admissions exams and administering surveys connected to these exams, in particular the SAT and the ACT.
The purpose of the attached guidance letter is to provide information to LEAs about how to ensure they adhere to the student privacy protections in FERPA, PPRA and IDEA, as well as student privacy best practices, when administering these exams and the surveys connected to them. The issue requiring your attention concerns the surveys connected to college admission exams but which are not part of the exam itself. The surveys asks students to share information about their activities, grades, interests, intended college major, and college plans (see enclosed sample answer sheet for specific details). In the past, College Board and ACT have re-disclosed the data provided on these surveys to colleges and universities as part of their efforts to connect students and families to information about college options, financial aid, and scholarships, as well as for the Student Search Service.
Under FERPA, the re-disclosure of this information by College Board requires written and voluntary parental consent (including the date the consent was given, the specific records to be re-disclosed and an explicit disclaimer that the parent or legal guardian can revoke consent at any time). This means that LEAs must take additional steps to protect student privacy in this process. Per the guidance from PTAC, LEAs participating in SAT School Day are required to provide OSSE a letter of confirmation that parents have been informed of the voluntary nature of the SAT survey and, where applicable, have explicitly provided consent for students under the age of 18 in order to complete this survey.
