The Substitute Teacher License authorizes the holder to serve in an instructional capacity in a District of Columbia public, private or public charter school. (Note: Public charter and private school employees are not mandated by DC law to hold a state license; however, local education agencies may opt to require state licensure for employment.)
Eligible applicants may be issued a Regular Substitute license based upon the following educational requirement:
- A completed bachelor’s degree earned at an accredited college/university.
Note: Even if you possess or have completed advanced degrees/studies, you must submit your official undergraduate transcripts or a foreign credential evaluation report verifying completion of a bachelor’s degree prior to being issued a DC substitute license.
Individuals seeking an initial or renewed substitute license must submit the following forms (see information listed on application forms for a detailed list of supporting documents required to file your application for licensure). Please note that if your transcripts are already on file with this office, you do not need to re-submit them when renewing your substitute license.

Monday-Thursday: 8:30 am - 5:00 pm.
General consultation from the licensure team is available. Consultation includes Q & A regarding licensure application requirements and processing timelines, and a check to ensure that application packets have the documents required to begin a review. Licensure evaluations/eligibility determinations are not conducted at the time of submission as that will occur once a complete application packet is logged into our system for review by a specialist.
Friday: 8:30 am to 5 pm for application/material pick-up and drop-off only. Consultation from the licensure team is not available.
