Federal Fiscal Year 2011 Consolidated Application
The Office of the State Superintendent of Education (OSSE) released both Phase I and Phase II of the Federal Fiscal Year (FFY) 2011 Consolidated Application for Elementary and Secondary Education Act (ESEA) programs, along with FFY 2011 planning allocations, on May 19, 2011.
OSSE's ESEA Consolidated Application for Federal Fiscal Year 2011 covers three major federal programs:
- Title I, Part A - Improving Basic Programs Operated by Local Educational Agencies (CFDA #84.010A),
- Title II, Part A - Teacher and Principal Training and Recruiting Fund (CFDA #84.367A), and
- Title III, Part A - English Language Acquisition, Language Enhancement, and Academic Achievement Act (CFDA #84.365A).
The ESEA Consolidated Application submission process has two phases. In Phase I, LEAs complete, plan systems to meet, and agree to abide by a series of assurances that the LEA will implement programs with fidelity according to federal requirements. In Phase II, LEAs provide full program plans, including specific budgets, for implementation of programs.
Phase I Consolidated Application
In this phase, each eligible LEA must submit an assurance package to OSSE. OSSE approval of this assurance package resulted in a "substantially approvable" application, giving an LEA the ability to obligate federal funds on July 1, 2011 (the beginning of the FFY 2011 grant period) or the date the complete Phase I application is received, whichever is later. Any obligation that occurred before that first date of eligibility to obligate funds cannot be charged to federal funds covered by this year's Consolidated Application (34 CFR - 76.708(a)). Phase I of the Consolidated Application is due to OSSE by Thursday, June 30, 2011. LEAs that do not wish to apply for funds provided through the Consolidated Application must submit a “Notice of Intent to Not Apply.”

Notice of Intent to Enter a Title III Consortium
LEAs with a Title III planning allocation of less than $10,000 were able to indicate their intent to enter a Title III consortium in order to implement a Title III program with one or more other LEAs. The Notice of Intent to Enter a Consortium is also due by June 30, 2011. LEAs that have a Title III planning allocation below $10,000 may only access funds to implement a Title III program by joining together with one or more other LEAs in a consortium. All such LEAs were strongly encouraged to submit this form in order to be eligible to enter a consortium to support efforts to improve the English proficiency and academic achievement of English learners across the District of Columbia. OSSE hosted one in-person and two online technical assistance sessions during the month of June that focused on the benefits of joining a Title III Consortium.

Phase II Consolidated Application
In this phase, each eligible LEA must complete full program plans in both narrative and budget form for each funding source for which the LEA is eligible. OSSE approval of Phase II of the Consolidated Application will result in full approval of the Consolidated Application, allowing the LEA to begin submitting reimbursement requests according to the schedule selected in the Phase II application. The ultimate deadline for submission of a fully approvable Phase II application is Friday, September 30, 2011. All LEAs are strongly encouraged to submit Phase II of the Consolidated Application as soon as possible and well before the ultimate deadline. OSSE Technical Assistance
LEA representatives are invited to participate in several technical assistance sessions in which OSSE Teaching and Learning staff will support LEAs’ preparation of the FFY 2011 Phase II Consolidated Application. First, general information sessions will cover (1) the process for determining program eligibility and calculating allocations, (2) instructions for all sections of the Phase II application, and (3) underlying program requirements associated with the three covered programs. Second, group working sessions will allow representatives from up to five LEAs per session to work on the Phase II application with OSSE Teaching and Learning specialists and/or each other. Third, intensive assistance sessions will provide additional information and resources to LEAs that either (1) are opening or eligible for Consolidated Application funding for the first time or (2) are identified by OSSE as in need of additional support based on past performance.
Additionally, representatives of LEAs that intend to enter a Title III consortium should plan to attend two special sessions: (1) an informational session to orient all LEAs planning to enter a consortium and (2) a consortia selection guidance session after which LEAs should submit forms indicating with which other LEA/s they will form a consortium.
Participation in OSSE technical assistance sessions is strongly encouraged. School administrators, grant managers, and/or central office staff members responsible for preparing the Phase II application, implementing and/or monitoring funded activities, and reporting on those activities should participate in sessions. Multiple dates and times are scheduled to ensure that all LEAs have numerous opportunities to receive OSSE assistance.
