Career and Technical Education (CTE) Monitoring and Compliance Reviews

Monitoring Policies and Procedures Guidelines

The State Office of Career and Technical Education (SOCTE) is responsible for monitoring grant subrecipients to ensure compliance with local and federal laws and regulations. 

To this end, the Monitoring Policies and Procedures Guidelines Manual provides guidance for subrecipients of federal Carl D. Perkins funds on the DC State CTE accountability and monitoring system used to assess the statutory compliance, program quality, and continuous improvement of  CTE programs. 

The policies and procedures outlined in this document may change as stipulated by federal guidance and programmatic changes within OSSE.

Civil Rights and Gender Equity Monitoring

OSSE is committed to ensuring that DCPS and all the other local education agencies within the District of Columbia are provided with on-going technical assistance and support towards enabling them to attain and maintain compliance. OSSE will conduct follow-up and technical assistance, at a minimum on a semi-annual basis. 

OSSE provided follow-up on-site monitoring. Technical assistance was provided to specific offices. Corrective actions were developed during the series of technical assistance meetings and e-mails with the identified office heads. The following is a brief summary of technical assistance provided to DCPS during the 2011-2013 reporting cycle. 

The 1996 revisions to the Memorandum of Procedure (MOP) from the Office for Civil Rights requires civil rights compliance review of a minimum of 2.5% of the sub-recipient universe, or at least two on-site civil rights review visits per year. The MOA On-site Civil Rights Compliance Review Checklist is the instrument used during the on-site compliance reviews.
