Facilities Financing – Facilities Incentive Grant

The Facilities Incentive Grant is a formula grant from the US Department of Education authorized under section 5205(b) of the Elementary and Secondary Act of 1965, as amended by the No Child Left Behind Act of 2001.  Under the Facilities Incentive Grant Program, public charter schools operating in the District of Columbia that serve a large low-income population and that also provide school choice to communities with struggling schools will be eligible for additional facilities allowance funding through a competitive RFA process administered by the Office of Public Charter School Financing and Support.

This grant program has the following two components:

General Facilities Allowance

  • A public charter school must provide evidence that 65% of the school’s student population meets the poverty criteria for Title I funding eligibility.
School Choice
  • A public charter school must provide evidence that 25% of the school’s student population reside in communities where the local traditional public school is identified as persistently dangerous, a transformation school, or identified as a Title I school in need of improvement.

Schools that, at a minimum, meet Component I eligibility criteria, are eligible to apply as long as they can demonstrate facility needs beyond the District’s per pupil facility allowance.
