• Develop a cross-agency, citywide strategic plan for literacy
• Establish and maintain a Literacy Policy Council that will provide guidance and identify resources for the District government’s literacy agenda
• Oversee the work groups responsible for executing activities associated with the citywide literacy strategy
• Coordinate the strategic execution of planned literacy programming, including program monitoring, funding, and quarterly reporting
• Generate funding and resources to support citywide literacy programming
• Support research and data collection to inform citywide literacy programming
• Ensure compliance with legislation and with mayoral literacy policies including accountability for use of literacy funding
• Oversee professional development related to the delivery of literacy programming.

Currently, the ten participating District government agencies/departments directly engaged in research, funding, service provision or other activities related to literacy include:

• District of Columbia Public Library 
• District of Columbia Public Schools 
• Department of Employment Services 
• Department of Parks and Recreation 
• Early Childhood Leadership Institute, University of the District of Columbia  
• Fire and Emergency Medical Services 
• Early Care and Education Administration 
• Serve DC, Executive Office of the Mayor 
• University of the District of Columbia
