| State Complaint Office
The State Compliant Office (SCO) is an independent, state-level enforcement agency. It is not an office or unit within the Department of Special Education. The SCO provides District parents the opportunity to file complaints with respect to any matter relating to the identification, evaluation, placement, or the provision of a free, appropriate public education for children with special needs.
Any organization or individual may submit a complaint, and any public education agency or school may be the subject of a complaint. Complaints must be in writing and must answer the question, “How does the complainant believe the LEA violated federal or local law?” A SCO attorney is assigned to investigate each complaint.
