Annual Public School Enrollment Audit
2003 Fall Enrollment Audit, District of Columbia Public Schools
The State Education Office contracted with Thompson, Cobb, Bazilio & Associates, P.C. to perform the School Year 2003-2004 independent audit of the fall student enrollment count. The auditors conducted a 100 percent verification of student enrollment and residency files and reported the final enrollment counts to individual school principals and to the State Education Office.

The 2003-2004 annual public school enrollment audit was the first year that DCPS school principals were entitled to request an appeal of the auditors’ findings from the Office of the Superintendent of the District of Columbia Public Schools. If the evidence warranted a hearing, school principals had the opportunity to present their position and provide relevant information. The Office of the Superintendent then issued a report to the State Education Office listing all students for whom an appeal was granted and for whom an appeal was disapproved. The SEO compiled the appeals results together with the independent auditor’s findings to produce the 2003 Post-Audit Enrollment figures. The SEO reports the Post-Audit Enrollment figures to the Office of the Chief Financial Officer which uses them to calculate the DCPS budget. The 2003 Post-Audit Enrollment figures reported by the SEO are the official enrollment figures for DCPS.
The tables in the attachments below detail the auditors’ counts by school and by type of school. Attachments 1, 5, 10, 11, 13, 14, and 15 show the results of the appeals process in addition to the auditors’ count.
