Annual Public School Enrollment Audit
All public and public charter schools in the District of Columbia receive funding according to the number of students who are enrolled and the provisions of the Uniform Per Student Funding Formula. The DC Official Code § 38-1804.02 (d) (2) requires an audit that evaluates the accuracy of the fall student enrollment count of the DC public schools and the public charter schools. This audit includes the number of special education students and students identified as Limited/Non-English Proficient who are District residents. Since the 2001-2002 school year, PRA has had the responsibility for verifying fall enrollment counts for all District public school systems. An independent auditing firm is contracted by the Office of the State Superintendent of Education to conduct the count. During the audit, records of approximately 75,000 students at each of the District’s public and public charter schools are examined.
In addition to verifying the accuracy of the official membership counts submitted by the schools, the audit is designed to identify any material weaknesses in the systems, procedures or methodology used to determine the student counts.
