Higher Education Financial Services (HEFS)
 
The Office of the State Superintendent of Education's (OSSE) Higher Education Financial Services (HEFS) administers all of the District of Columbia’s state level higher education grant programs.  Unlike most states, the DC Tuition Assistance Program (DCTAG) and the DC Adoption Scholarship is neither need nor merit based. The DC Leveraging Educational Assistance Partnership (DCLEAP) is designed to support students who demonstrate need.
 

The DC OneApp is the District’s online application for funding that students will use to apply for DCTAG, DC Adoption and DCLEAP.  Completing the DC OneApp is a three-step process that requires:

 

      1 Completing the DC OneApp on this website

      2 Completing the FAFSA at fafsa.ed.gov

                                                            and

      3 Providing the DC OneApp supporting documents*

 

All required supporting documents must be mailed or delivered to the HEFS office at the same time, as one complete package. Like the FAFSA, completing the DC OneApp and submitting all required supporting documents must be done every year.
