Phase I Consolidated Application
In this phase, each eligible LEA must submit an assurance package to OSSE. OSSE approval of this assurance package resulted in a "substantially approvable" application, giving an LEA the ability to obligate federal funds on July 1, 2013 (the beginning of the FFY 2013 grant period) or the date the complete Phase I application is received, whichever is later. Any obligation that occurred before that first date of eligibility to obligate funds cannot be charged to federal funds covered by this year's Consolidated Application (34 CFR - 76.708(a)). Phase I of the Consolidated Application was due to OSSE on Friday, June 28, 2013. LEAs that did not wish to apply for funds provided through the Consolidated Application should have submitted a “Notice of Intent to Not Apply.”
