The OSSE Data Collection Guidance for Students Born Outside of the United States

OSSE is requesting data for the annual report on students born outside the US for the 2015-16 school year. This is a required federal report. This collection will also assist with determining possible Title III funding allocations for eligible LEAs. We will be sending notification to LEA Data Managers.

Under the ESEA Title III Section 3301(6) defines these students under the following criteria:

  1. Was the student between the ages of three and 21 as of June 30, 2016?
  2. Was the student born outside of the 50 US states, Puerto Rico or the District of Columbia?
  3. Has the student attended school in the US, Puerto Rico or DC less than three full academic years?

If the answer to all three questions is yes, then the student is counted in this data collection.

Data Managers will receive an email with the guidance document and data template by Oct. 3. The guidance document will also give you the necessary instructions to upload your data template to the OSSE secure upload site. The collection begins Oct. 3 and concludes Nov. 4.
