Secondary Transition Institute
Learn how to improve post-school outcomes for students with disabilities. Apply by April 25!
On May 1-2, 2014, the OSSE’s Division of Specialized Education, in partnership with the National Secondary Transition Technical Assistance Center (NSTTAC), will host a DC Secondary Transition Institute for interested LEAs. Over the course of two days, participants will be taught through inspiring keynote speakers, rich content sessions, thought-provoking panels, and will be given the opportunity to gather resources and meet with individuals from across the District who are working diligently on improving post-school outcomes for students with disabilities.
Both the IDEA and the DCMR clearly identify the roles and responsibilities of all LEAs to adequately prepare students with disabilities for postsecondary education, employment, and independent living. For students with disabilities aged sixteen or older, assessment data, postsecondary and annual goals, as well as corresponding transition services, activities, and course of study should be captured within the secondary transition portion of the IEP.
Each year, OSSE must report the percentage of compliant transition plans for youth with IEPs ages 16 and above in Indicator 13 of OSSE’s Annual Performance Report to the US Department of Education (20 USC 1416(a)(3)(B)). In part, due to the District’s continued low performance in this compliance area, we have been placed on a “needs intervention” status. As a result, we are required to participate in frequent compliance monitoring and implement ongoing improvement activities that are included in a corresponding Corrective Action Plan.
The purpose of the DC Secondary Transition Institute is share resources and information that will assist schools and districts in strengthening their capacity at the local level to implement evidence-based education and services, increase compliance with IDEA secondary transition requirements, and improve postsecondary outcomes for all our students with disabilities.
Participants in the DC Secondary Transition Institute will:
- Increase their knowledge of student-focused planning practices and receive tools and resources to support increased student involvement in the transition planning process;
- Increase their knowledge of how to foster interagency collaboration throughout the transition planning process; and,
- Develop a school-based strategic plan for improving secondary transition compliance and program quality that incorporates evidence-based practices and evaluation components
The DC Secondary Transition Institute structure consists of several key components that are designed to facilitate knowledge development, team building, and strategic planning, including:
- Keynote Speakers and Panels
- Breakout sessions
- Content resources
- Team planning sessions facilitated by a neutral facilitator
Team Planning Tool
The Taxonomy for Transition Programming planning tool is designed to assist school teams with the process of identifying the secondary transition practices that are currently occurring in their school, summarize their strengths and needs, and develop a corresponding action plan. The completed tool will provide context for ongoing conversation, progress assessment, and goal attainment throughout the 2014-2015 school year.
This year’s planning sessions will focus on student-focused planning. Student-focused planning practices focus on using assessment information and facilitating students’ self-determination to develop individualized education programs based on student postsecondary goals.
Team Planning Facilitators
Facilitators will be available during team planning sessions to assist teams in assessing their current practices and outcomes, determining needs and priorities, and developing action plans. This year’s volunteer facilitators are members of the DC Secondary Transition Community of Practice.
Participating LEAs/schools are encouraged to register as teams, rather than as individuals. To register as a team please have each team member register via the Eventbrite link at the bottom of the page. Potential school team members could include:
- Administrator, Transition Specialist/Coordinator, Special Educator, General Educator, Career and Technical Educator, Work-Study or Work-Based Education Coordinator, Dropout Prevention coordinator
Education service providers
- Guidance counselor, Social worker, School psychologist, Paraprofessional, Occupational or Physical Therapist, Assistive Technology Provider
Transition Services Representatives
- Rehabilitative Services Administration Representatives, Community Mental Health Providers, Transportation, Disability Advocates
In addition to attending the full two-day DC Secondary Transition Institute on May 1-2, 2014, LEA Teams should commit to the following preparation and implementation activities:
- Have at least one designated team leader participate in an Introduction to the DC Secondary Transition Institute Webinar (approximately 45 minutes in length)
- Implement the goals and action plan items that the school team developed during the Institute
- Respond to quarterly requests from OSSE regarding progress updates on action plan implementation
- Commit to participate in a Mid-Year Transition Check-In Meeting (to be held in November or December 2014)
The Institute is fully funded by OSSE and there is no cost to attend. However, it is expected that each participant commits the necessary time and resources to fully participate in all Institute sessions and any follow up activities.
