Jeff Noel

Director of Data Management

As OSSE’s Data Management Director, Jeff Noel manages the collection, analysis, and dissemination of data for the Office of the State Superintendent of Education (OSSE). In this role, Noel is responsible for developing new quality measures for traditional and public charter schools within the District of Columbia and improving the quality of Pre-school to Grade 12 data governance. 

Noel joins the OSSE family from charter advocacy group, FOCUS (Friends of Choice in Urban Schools) where he led the design of data-driven instruction systems and managed the creation of a statewide School Quality Database, a data system nationally recognized and replicated in 5 states.

Prior to FOCUS, Noel served as an Analyst and Summer Program Director at the University of Michigan where he managed the University’s summer technology camp and developed curriculum for online high school courses. Noel additionally represented the University of Michigan at national conferences, presenting on technology tools available for educational program evaluation. 

Noel additionally brings education experience to the Data Management Director position, serving as a Technology Coordinator with Leadership Public Schools in Richmond, California and as a Technical Assistant with the Ann Arbor Public School system. After working for an alternative school for youth excluded from traditional public schools, supporting high-quality education became Noel’s passion. Noel went on to develop professional trainings for student assessment products in California and implemented new student information data systems for at-risk students in Ann Arbor, Michigan.

Noel currently holds a BS in Information Technology from Western Governors University and is a Masters Candidate in the Educational Leadership and Administration Program at George Washington University.
